SUMMARY: The Executive Director, Information Technology Services serves as the Colleges Chief Information Officer (CIO) and supports Cumberland County College's mission statement and strategic objectives. This individual must demonstrate commitment to remaining at the forefront of awareness of and utilization of technology advances. Further, this individual is accountable and responsible for the overall leadership, administration, implementation and management of short and long range plans for administrative and student information technology, telecommunications, internet, distance learning, networking functions, computer systems' programming, servers, mainframe, Web page, computer labs and computer classrooms including the ASL, Help Desk, Educational Technology, and media infrastructures, support and maintenance.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (other duties may be assigned):

Serve as a member of President's Senior Staff. Provide technical management in all areas of computing and technology including educational and administrative applications. Coordinate all aspects of academic and administrative information systems and technology including data, voice, and video networks. Collaborate with the Vice President of Academic and Student Services

Plan, organize and direct the College's resources toward the realization of the Information Technology strategic plan.

Develop and administer budgets (expense, operating, capital and grant) for all areas of responsibility. Update plan annually.

Provide input into the purchase of related IT equipment, systems, software, hardware, required to support education and administration functions and plans.

Collaborate with the Office of Assessment, Planning and Research to coordinate college-wide reporting.

Manage the activities and functions of the personnel in the Network Operations Center, media center, computer labs, computer classrooms, and learning management systems.

Source vendors and equipment needed to fulfill the IT needs of the College. Make recommendations on equipment capabilities and performance. Administer vendor contracts and monitor support service commitments and performance.

Facilitate training and development for college employees in the use of information systems and technology tools.

Recommend new and review current policies and procedures that impact the use, maintenance and availability of technology.

Develop and maintain operational guidelines for all areas of responsibility. In conjunction with purchasing, maintain records of current equipment in all areas related to IT.

Maintain all employee and student technology work stations and networks including the maintenance and upgrade of hardware and software.

Develop, submit and administer relevant grant proposals. Participate in local, state and federal meetings related to technology and technology funding. Network with professional public and private organizations to develop partnerships.

Develop and update the strategic IT plan annually as required by conducting analyses of all areas of responsibility including projections on programs, services and resources requirements. Stay current on technology changes and innovations.

Participate in the planning of new facilities and renovation of existing facilities.

Work collaboratively with the Vice President of Academic and Student Services and staff to implement and maintain distance learning curricula and courses.

Supervise and direct the multi media, WebCT, and Academic Support Labs' personnel and support services and the technical support for faculty.

Work collaboratively with Human Resources to develop job required technology assessments, requirements and training plans.

Perform other duties as required and/or assigned

EDUCATION and/or EXPERIENCE: Masters Degree in related field is required. Expertise in administration and supervision with at least five years experience at the management level, preferably at an institution of higher education. Must be PC proficient with a working knowledge of Internet, e-mail, and Microsoft Office, and implementation and management of ERP systems. (Ellucian preferred)

LANGUAGE SKILLS: Ability to read, analyze, and interpret the most complex documents and contracts; respond effectively to common inquiries or complaints from students, regulatory agencies, or members of the business community; write proposals, contracts and budgets; and, make effective and persuasive speeches and presentations to administration, students, public groups, and/or boards of directors.

MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions, interpret an extensive variety of technical instructions in mathematical or diagram form, and deal with several abstract and concrete variables.
