Notice to Bidders

Notice is hereby given that sealed bids will be received by the Board of Trustees of Cumberland County College at the Administration Building of the Cumberland County College for the following:

Bid Package:  Master Plan Implementation Phase 3, Bid Package #3

(Campus Lighting)

Bids will be opened and read in public at the Cumberland County College, Administration Building Board Room, Vineland, New Jersey on Thursday, March 30, 2017 at 2:00 PM Eastern Daylight Savings Time.

A disc with drawings, specifications and the form of bid are on file in the Purchasing Office of the Administration Building, Cumberland County College, 3322 College Drive, Vineland, New Jersey and can be obtained on or after Monday, March 6, 2017 during regular office hours for a NON-REFUNDABLE fee of $20.00 payable to Cumberland County College by cashier’s check or money order.   Bids must be made on the standard proposal form and must be accompanied by either a bid bond, certified check or a cashier’s check drawn to the order of the Cumberland County College for not less than ten percent (10%) of the amount of the bid.  Bid must be delivered at the above place on or before the hour named, as no bid will be accepted after the hour specified.  Bids not submitted on the standard proposal form or enclosed in other than a specially addressed envelope will be considered informal and will be rejected.  The Board of Trustees of the Cumberland County College reserves the right to reject any and all bids and to award contract in part or whole if deemed to the best interest of the Board of Trustees of Cumberland County College to do so.

A Pre-Bid meeting will be held on Monday, March 13, 2017 11:00 AM.  This meeting will be held at the Central Plant Building, Cumberland County College, 3322 College Drive, Vineland, New Jersey.  All questions related to this bid and the bid specifications must be submitted in writing.  The deadline for written questions will be Monday, March 20, 2017 at 10:00 AM.  This will be the last time questions can be asked and answered in the subsequent addendum. 

The Owner reserves the right to waive any informality or irregularity in bids received when such waiver is in the best interest of the Owner.  The successful bidder will be required to furnish a surety bond in the full amount of the contract of a company authorized to do business in the State of New Jersey.

Bidders are required to comply with the requirements of NJSA 10:5-31 se seq., New Jersey Public Law 1975, Chapter 127, and New Jersey Public Law 1977 Chapter 33 and NJSA 34:11-56.25.  Bidders are also required to comply with the requirements of PL 1999, c.238 “The Public Works Contractor Registration Act.”

All bidders are responsible for obtaining complete bid documentation from the address listed above.  In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the bid documentation shall control.

Bids must be prepared and submitted in accordance with the Instructions to Bidders, and NJSA 18A:64A, “County College Contracts Law.”  Provide one original and two copies.

Bids must include or be accompanied by:

  1. A Certificate (Consent of Surety) as per NJSA 18A:64A-25.17, from a Surety Company stating that it will provide the Bidder, if successful, with a Performance Bond in the sum of the Contract; and
  2. A Bid Bond, Cashier’s Check or certified Check in the amount of at least 10% of the amount of the bid for construction projects as per NJSA 18A:64A-25.16; and
  3. A “Non-Collusion Affidavit,” and
  4. A Disclosure Statement setting forth names and addresses of all stockholders or partners who hold more than 10% or greater interest in accordance with NJPL 1977, Chapter 33 enacted March 8, 1997; and
  5. A “Notarized Declaration of the Total Amount of Uncompleted Work” on contracts at the date of the bid opening; and
  6. Evidence of compliance with PL 1999, c.238 “The Public Works Contractor Registration Act”; and
  7. Affirmative Action Affidavit; and
  8. A “No Material Change in Circumstance Affidavit”; and
  9. A State of New Jersey Department of the Treasury “Notice of Classification”; and
  10. A list of subcontractors to be used on the project; and
  11. A list of three references also listing the architects as references; and
  12. Acknowledgment of Addenda, if any; and
  13. Verification of Site Visit; and
  14. Bid Submission Checklist; and                                                                   
  15. Vendor Information Form; and
  16. Form of Proposal; and
  17. IRAN form; and
  18. A “Domestic Materials Only Affidavit” to be used for this project; and
  19. A valid Electrical Contractors license from the Board of Examiners of Electrical Contractors of the State of N.J. Division of Consumer Affairs
  20. A valid Masters Plumbers license from the Board of Examiners of Electrical Contractors of the State of N.J. Division of Consumer Affairs

The following Document must be on the file prior to Board of Trustees approval: 

  • Vendors New Jersey Business Registration Certificate.

Bids may not be modified after submittal.  Bidders may withdraw bids any time prior to bid opening by providing written notice to the College Purchasing Agent.  The Board of Trustees of the Cumberland County College shall award contractor or reject any or all bids within sixty (60) days unless otherwise agreed by the parties.

Notice is hereby given that sealed bids will be received by the Purchasing Agent of Cumberland County College or her designee on Monday, April 10, 2017 at 1:00 pm prevailing time, and will be publicly opened and read aloud in the Finance Office of the Administration Building, 3322 College Drive, Vineland, New Jersey 08362, for the furnishing, delivery and/or installation of the following services, materials, and/or equipment:

Laptops, Monitors and Computer Supplies

Specifications and other bid information may be obtained at the Finance Office of the Administration Building, 3322 College Drive, Vineland, New Jersey 08362, or by e-mailing mfalance@cccnj.edu.   

Any additional information or responses to questions altering or interpreting these specifications will be shared with all vendors by an addendum.  To ensure adequate time for the College to respond, no requests for additional information will be accepted after Thursday, March 30, 2017 at 10:00 am prevailing time.

Bidders are required to comply with the requirements of N.J.A.C.17:27-1 et seq. and N.J.S.A.10:5-31 et seq.

Bidders are required to comply with the requirements of N.J.S.A. 34:11-56.48 to 57, where applicable.
