Bids will be opened and read in public at the Cumberland County College, Administration Building Board Room, Vineland, New Jersey on Monday, March 25, 2013 at 2:00 PM Eastern Daylight Time.


Specifications and the form of bid are on file in the Purchasing Office, Cumberland County College, Vineland, New Jersey, and can be obtained by e-mailing coster@cccnj.edu. Bids must be made on the standard proposal form and must be accompanied by either a bid bond, certified check or a cashier’s check drawn to the order of the Cumberland County College for not less than ten percent (10%) of the amount of the bid.


The Owner reserves the right to waive any informality or irregularity in bids received when such waiver is in the best interest of the Owner.


Bidders must comply with the requirements of NJSA 10:5-31 et seq., NJAC 17:27; New Jersey Public Law 1977 Chapter 33, NJSA 34:11-56.25 and New Jersey Public Law 2004, Chapter 57. By order of the Board of Trustees of Cumberland County College.






PHASE 1 MASTER PLAN IMPLEMENTATION ADDENDUM #1

Notice is hereby given that there is an Addendum#1 to the Phase 1 Master Plan Implementation. Sealed bids will be received by the Board of Trustees of Cumberland County College at the Administration Building of the Cumberland County College for the following:


Sitework Bid Package (SC): Miscellaneous Sitework improvements Building Bid Package (GC): Academic Building Addition & Renovation, Administration Building Addition & Renovation, Network Operations Center Renovation

Bids will be opened and read in public at the Cumberland County College, Administration Building Conference Room, Vineland, New Jersey on Wednesday, March 27, 2013, 2:00PM Eastern Daylight Savings Time.


Specifications and the form of bid are on file in the Finance Office of the Administration Building, Cumberland County College, Vineland, New Jersey and can be obtained during regular office hours for a NON-REFUNDABLE fee of $350.00. Bids must be made on the standard proposal form and must be accompanied by either a bid bond, certified check or a cashier’s check drawn to the order of the Cumberland County College for not less than ten percent (10%) of the amount of the bid. Bid must be delivered at the above place on or before the hour named, as no bid will be accepted after the hour specified. Bids not submitted on the standard proposal form or enclosed in other than a specially addressed envelope will be considered informal and will be rejected. The Board of Trustees of the Cumberland County College reserves the right to reject any and all bids and to award contract in part or whole if deemed to the best interest of the Board of Trustees of Cumberland County College to do so.


A Pre-Bid meeting was held at the George P. Luciano Family Center for Public Service, Cumberland County College, Vineland, New Jersey. on Tuesday, March 12, 2013, 2:00PM.


The Owner reserves the right to waive any informality or irregularity in bids received when such waiver is in the best interest of the Owner. The successful bidder will be required to furnish a surety bond in the full amount of the contract of a company authorized to do business in the State of New Jersey.


Bidders are required to comply with the requirements of NJSA 10:5-31 se seq., New Jersey Public Law 1975, Chapter 127, and New Jersey Public Law 1977 Chapter 33 and NJSA 34:11-56.25. Bidders are also required to comply with the requirements of PL 1999, c.238 “The Public Works Contractor Registration Act.”


Bids must be prepared and submitted in accordance with the Instructions to Bidders, and NJSA 18A:64A, “County College Contracts Law.”


Bids must include or be accompanied by:


1. A Certificate (Consent of Surety) as per NJSA 18A:64A-25.17, from a Surety Company stating that it will provide the Bidder, if successful, with a Performance Bond in the sum of the Contract; and2. A Bid Bond, Cashier’s Check or certified Check in the amount of at least 10% of the amount of the bid for construction projects as per NJSA 18A:64A-25.16; and3. A “Non-Collusion Affidavit,” and4. A Disclosure Statement setting forth names and addresses of all stockholders or partners who hold more than 10% or greater interest in accordance with NJPL 1977, Chapter 33 enacted March 8, 1997; and5. A “Notarized Declaration of the Total Amount of Uncompleted Work” on contracts at the date of the bid opening; and 6. A “Domestic Materials Only Affidavit” to be used for this project; and 7. Evidence of compliance with PL 1999, c.238 “The Public Works Contractor Registration Act”; and 8. Affirmative Action Affidavit; and9. A “No Material Change in Circumstance Affidavit” ; and10. A State of New Jersey Department of the Treasury “Notice of Classification”; and11. A New Jersey Business Registration Certificate; and12. A list of subcontractors to be used on the project; and 13. A list of three references; and14. Acknowledgment of Addenda, if any; and15. Verification of Site Visit; and16. Bid Submission Checklist; and17. Vendor Information Form; and18. Form of Proposal

Bids may not be modified after submittal. Bidders may withdraw bids any time prior to bid opening. The Board of Trustees of the Cumberland County College shall award contractor or reject any or all bids within sixty (60) days unless otherwise agreed by the parties.

COLLECTION AGENCY SERVICES

Notice is hereby given that Cumberland County College is requesting proposals for Collection Agency Services. Copies of the Request for Proposals are available by e-mailing coster@cccnj.edu


Proposals will be received at the office of the Purchasing Agent located in the Administration Building’s Finance Office until Monday April 29, 2013 at 2:00 p.m., at which time they will be opened. Proposals must be submitted in sealed envelopes with the name of the RFP “Collection Agency Services” clearly marked on the outside of the envelope. Proposals may not be faxed, e-mailed or transmitted over the telephone.


The College assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received by the Purchasing Agent later than the above referenced scheduled deadline. Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition. All responsible firms are encouraged to submit proposals. Final selection of firm(s) shall be made by the Cumberland County College Board of Trustees by formal resolution.


The Board of Trustees of Cumberland County College reserves the right to accept or reject any or all proposals submitted in the best interest of the College, and to waive any informalities in the proposal should it be in the best interest of the College. If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. No Proposer may withdraw his/her proposal within sixty (60) days after the actual proposal is received and opened by the College.


If your proposal is accepted, an award will be made, as the law requires, through a formal Board of Trustees Resolution. Proposals are solicited through a Fair & Open process in accordance with the law N.J.S.A. 19:44A – 20.4 et seq.


All respondents must comply with P.L. 2001, c.134 & P.L. 2004, c.57 and must submit a copy of their NJ Business Registration Certificate that is issued by the NJ Department of Treasury/Division of Revenue in order for their proposal to be accepted, subject to P.L. 2009, c. 315.
