Notice is hereby given that The Board of Trustees of Cumberland County College is requesting proposals from firms regarding E-COMMERCE, MERCHANT FEES & PAYMENT PLAN PROCESSING SERVICES beginning April 1, 2014 and ending March 31, 2016.



Sealed proposals will be opened on Monday March 24, 2014 at 2:00 p.m. in the office of the Purchasing Agent located in the Administration’s Finance Office. It is anticipated that the College’s Board of Trustees will award the contract at its regularly scheduled January meeting on Thursday, April 17, 2014.



Copies of the Request for Proposals are available by e-mailing coster@cccnj.edu. Proposals must be submitted in sealed envelopes with the name of the RFP, “E-COMMERCE ” clearly marked on the outside of the envelope. Proposals may not be faxed, e-mailed or transmitted over the telephone.



Any additional information or responses to questions altering or interpreting these specifications will be shared with all firms by an addendum. To ensure adequate time for the College to respond, no requests for additional information will be accepted after Weds. March 19, 2014.



The College assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received by the Purchasing Agent later than the above referenced scheduled deadline.



Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition. All responsible firms are encouraged to submit proposals. Final selection of firm(s) shall be made by the Cumberland County College Board of Trustees by formal resolution.



The Board of Trustees of Cumberland County College reserves the right to accept or reject any or all proposals submitted in the best interest of the College, and to waive any informalities in the proposal should it be in the best interest of the College. If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. No Proposer may withdraw his/her proposal within sixty (60) days after the actual proposal is received and opened by the College.



If your proposal is accepted, an award will be made, as the law requires, through a formal Board of Trustees Resolution. Proposals are solicited through a Fair & Open process in accordance with the law N.J.S.A. 19:44A – 20.4 et seq.



All respondents must comply with P.L. 2001, c.134 & P.L. 2004, c.57 and must submit a copy of their NJ Business Registration Certificate that is issued by the NJ Department of Treasury/Division of Revenue in order for their proposal to be accepted, subject to P.L. 2009, c. 315.






Energy Savings Plan

Notice is hereby given that the Cumberland County College (“College”) is seeking Proposals from qualified Energy Service Companies for the planning, development and implementation of an Energy Savings Plan through an Energy Savings Improvement Program pursuant to the Energy Savings Improvement Program Law, P.L. 2009, c. 4, N.J.S.A. 40A:11-4.6.

The College has participated in the New Jersey Board of Public Utilities' Local Government Energy Audit Program and has received its completed energy audit report. A hard copy of this completed, independent energy audit report, a complete 24 month history of the most recent utility bills for all utilities serving each Municipal facility within the scope of this RFP (electric, natural gas, fuel oil, water, sewer, propane, etc.) and one complete set of RFP documents may be obtained by interested parties at no cost from the above address. Upon request, electronic copies of both the energy audit report and RFP documents may also be obtained via electronic mail.


A mandatory Pre-Proposal Conference will be held on March 4, 2014 at 10:00 am at the College address above. The location of the meeting will be in the Conference Center, Forum Room. An optional facility inspection visit will occur immediately following the Pre-Proposal Conference. Follow-up facility inspections may be scheduled at times that are mutually convenient to Proposers and Municipal representatives. It is mandatory that a Proposer conduct at least one facility inspection to be considered an eligible Proposer responding to this RFP.


Sealed Proposals will be received by March 31, 2014 until 2:00 PM Eastern Standard Time at the College’s offices. The College reserves the right to reject Proposals that are not received by the College at the time and in the manner designated by this RFP. Any and all Proposals may be rejected if deemed by the College to be in its best interests.


Proposers are required to comply with the affirmative action requirements set forth in P.L. 1975, c. 127 (N.J.A.C. 17:27).




3-D Printer

Notice is hereby given that The Board of Trustees of Cumberland County College is requesting sealed bids from vendors regarding a 3-D PRINTER.


Sealed bids will be opened on Friday February 21, 2014 at 2 p.m. EST in room Seminar 3 in The University Center at the College. It is anticipated that the College’s Board of Trustees will award the contract at its regularly scheduled March meeting on Thursday March 20, 2014.


Copies of the Request for Bids are available by e-mailing coster@cccnj.edu. Bids must be submitted in sealed envelopes with the name of the BID, “3-D PRINTER ” clearly marked on the outside of the envelope. Bids must be made on the standard proposal form and must be accompanied by either a bid bond, certified check or a cashier’s check drawn to the order of the Cumberland County College for not less than ten percent (10%) of the amount of the bid. Bids may not be faxed, e-mailed or transmitted over the telephone.
